What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors, and has no gameplay benefit other than making it easier to buy upgrades.

It is a convenient way to increase the level of your equipment, allowing you to bypass the monotonous grind of questing and avoiding many wipes in Mythicand dungeons.
When an item is upgraded the type of item it is upgraded to. Upgrades to a normal item create an Exceptional version, whereas upgrades to an Exceptional version make an Elite. The item will be able to keep its pre-upgrade stats, and will gain an extra bonus from its new base type. This bonus will be randomly selected from the following: an opportunity to acquire a weapon with an increased damage range or an improved reload speed, or a chance to gain an increased defense roll.
The number of upgrades you perform will determine the amount of extras you will receive. Each upgrade will increase the extras by three points maximum. Additionally, every upgrade will also increase the main stat by +1.
Certain upgrades also give an additional random boost in addition to stat increases. These boosts can be quite valuable and should be considered when deciding on which items to upgrade. Certain of these boosts may only be used in specific designs (such the Whistan's Shield in FB Sorcs) While others are valuable to collectors.
Some items have an inherent boos that are less useful when upgraded, for example the Goldwrap that gives you additional slots for potion. These are often upp'd to increase the value of a perfect or near-perfect item.

Costs
Upgrades have certain costs associated with them. The first is the upgrade itself. This price is contingent on the new ilvl of the item and the number of perks it receives and can be costly. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The second is the cost of the items required for an upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords Of Draenor Quests. These items can be found in the inventory of an Upgrade Vendor.
The process of upgrading an item is an intricate process that takes time. Depending on the size of the upgrade, it can take as long as 8 hours. The upgraded item's base stats are calculated using the new ilvl of the item, perks, and other properties. This calculation determines new Armor Class bonuses, damage dice, and other important statistics. In some cases an upgrade may grant additional perks. These perks are listed in a list.
Rarely, the perks acquired will cost more than one perk slot In these instances, the upgrade will only replace the perks with the highest cost. Sometimes, the upgrader may make other changes to an item, like changing its weapon damage type or adding or removing an unwieldy or operative property. These modifications are based on an item's ilvl, and may require special materials, for instance Adamantine.
Success Rate
The process of upgrading an item is dependent on the chance. Like any random system, there is a possibility that it won't work. However there are a few factors that can help to increase the chances of success. This includes using an item called an Upgrade Pity, or the addition of extra materials to the upgrade.
The Upgrade Pity can be purchased through the NPC for the smithing process in Lost Ark. It increases the chance of an upgrade being successful by a certain percentage. It's similar to the "luck bonus" that certain items provide, but it is more secure. It can be added to any armor or weapon, and can be used up to three times.
You can also add additional components to the upgrade to increase the chance of success. These materials are displayed in a separate window above the + button. There are however limitations to this, and the highest amount of material that can be added is shown directly above the + button in the UI.
A Blacksmith Blessing, or an upgraded version of it can be used to boost the odds of a successful upgrade. This item can be helpful when your piece of equipment or weapon is close to or has reached the maximum level of its tier. It allows you to upgrade that piece of gear to the next level without worrying about breaking.
If an upgrade fails the system will be returned to its original condition. This is typically a downgrade, but can also be an upgrade. It is an excellent idea to save an upgrade when you're near the maximum capacity of an item, and to use it as an emergency.
There are a variety of items available in the Kafra shop that can be used to increase the likelihood of a successful upgrade. For example upgrading an equipment using HD Oridecon or HD Elunium multiple times will provide you with an increased chance of success. The success rate will also be increased if you can increase your chances of receiving a Double Mint by Shoe-Minting five times.
Failure Rate
The upgrader for an item allows the player to add an additional slot on their equipment. The slots can be used to upgrade an item or apply an enchantment. However, it is important to know that not all items can be upgraded. The rate of upgrade and enchantment depends on the item's rank. The higher the rank, the more zeny and items you will need to upgrade it.
This system is expensive especially if you're seeking top-of-the-line equipment. It can cost upwards of 100,000 z and 100 Carnium to upgrade a weapon or armor. The chance of success also decreases as you climb in rank. You can increase the chance of upgrading an item by making use of cash shop items.
Normal Upgrade is the most basic upgrade that can be performed on weapons, armor pieces and bicycles. It consumes different grades of core depending on the kind of item. Generally, lower grade items will require lower grade cores and higher-end items will require more expensive ones.
You must have the right number of cores in order to perform a normal upgrade. Click the button next to the item you'd like to upgrade once you have the cores. The upgrade window will show a percentage indication of your success chances. The percentage is based on the upgrade level of the item and the type you have chosen.
You can also opt for an item that is protected by a safeguard your item in the event of failure. This protection is not free however it will cost less than purchasing a new item. The safeguard can only be used one time per upgrade and will not expire until it is used again.
The interface for the item upgrader is somewhat difficult, but it's not impossible to navigate. The main menu is displayed on the left and the upgrade window appears on the right. The arrows on the left of the UI indicate the different stages in the upgrade process. Click the question mark icon to get assistance if you're unsure what you're doing. The process of upgrading can take up to five minutes.
